About Tim Popplewell
Tim Popplewell is the Chief Executive Officer of Scintilla, an institutional-grade tokenization engine, licensed by VARA for both broker/dealer and exchange services at the forefront of regulated digital finance. With over 25 years of global leadership experience, Tim has built and transformed businesses across fintech, financial services, ESG, media, and natural resources, leading operations in more than 60 countries and managing teams of up to 35,000 people. He began his career as a chartered accountant before joining GE’s elite Six Sigma program, where he qualified as a Master secondary-foreground Belt. Over the decades, Tim’s roles have taken him across London, Dubai, and some of the world’s most complex markets, including Afghanistan, Mozambique, and West Africa working for CNBC, Mobi Group and Transguard as CFO and COO. In 2020, Tim shifted his focus from the corporate world to entrepreneurial space, launching two ventures and investing in early-stage start-ups with a strong interest in fintech innovation. That journey led him to Scintilla in 2022. Under Tim’s leadership, Scintilla has developed into a fully independent platform licensed by Dubai’s Virtual Assets Regulatory Authority (VARA). Today, the company provides secure, scalable, and compliant digital asset solutions for asset owners, issuers, and institutional investors. A vocal advocate for responsible innovation, regulatory clarity, and broader access to capital markets, Tim is leading Scintilla’s mission to reimagine how investment works in the digital age.
