About Dr. Carolina Rios
Carolina is a PhD in International Law from Korea University, and a seasoned crypto attorney with solid experience in leadership positions as General Counsel, Head of Legal, and Associate Partner, assisting teams across Asia, MENA, LATAM, the UAE, and the US.
With 9 years of experience in regulatory matters on crypto assets and a doctoral dissertation in the field, Carolina brings a strong understanding of the technical, regulatory, and commercial dimensions of the virtual asset industry.
After 13 years of living in Seoul, Carolina relocated to Dubai following her role as Head of Legal and Government Relations at the largest tech company in the Asian country. In Dubai, she has leveraged her comprehensive experience assisting clients to navigate fragmented regulatory frameworks including VARA, ADGM, DIFC, RAK DAO and offshore jurisdictions to launch products and services across the tokenization of RWA, stablecoins, Web3 gaming, DAO, memecoins, AI agents for crypto, DLT foundations, mining, NFTs, and DeFi. Carolina started her career as Legal Advisor to the President of Colombia. She holds a master’s in international Affairs and speaks English, Spanish, and Korean
